I am writing in advance of the June 25th Board meeting to ask that the Board formally state its position on the three Reston National Golf Course plan amendment applications (RZPA-2025-HM-00034, RZPA-2026-HM-00007, RZPA-2026-HM-00008) before the County staff cycle finalizes its recommendation on July 9th.
This is not a Reston-only issue. The redevelopment process being used here circumvents the Site-Specific Plan Amendment (SSPA) review the County typically requires. If approved, the same process becomes available for any redevelopment across Fairfax County โ including data center expansion near suburban neighborhoods, old office parks converted into high-density housing, shopping centers redeveloped into mixed-use, and green space of any kind being converted to commercial use. The protection any neighborhood plan offers is only as strong as the County’s willingness to defend it.
๐ง๐ต๐ฟ๐ฒ๐ฒ ๐ฐ๐ผ๐ป๐ฐ๐ฒ๐ฟ๐ป๐ ๐ ๐ฎ๐๐ธ ๐๐ต๐ฒ ๐๐ผ๐ฎ๐ฟ๐ฑ ๐๐ผ ๐ฟ๐ฎ๐ถ๐๐ฒ:
1. The redevelopment process bypasses SSPA review. This proposal was twice rejected through the Site-Specific Plan Amendment process. It now returns as a plan amendment โ the same procedural vehicle that has been used to advance commercial-to-residential, residential-to-commercial, and data center conversions across the County. Approving the amendment path here normalizes that vehicle for every future redevelopment.
2. Required lighting, noise, traffic, and parking studies have not been performed. The proposal adds 306 condominium units, a 35-foot lighted driving range, night golf operations, and a standalone restaurant in the middle of an existing residential community. None of the studies a project of this scale would normally require have been filed. RA has held its own recreational facilities to a high standard for noise and lighting impact โ the same standard should apply to a commercial entertainment complex of this scale.
3. Modern study and density standards are being bypassed through the use of a 60-year-old plan. The 1966 plan predates the golf course, the surrounding neighborhoods, and every modern requirement: traffic studies, school capacity analyses, stormwater review, Resource Protection Area assessments, tree canopy preservation, and pedestrian connectivity. The density approved in the 1960s was roughly half of what is now proposed on the same land. The 2023 Reston Comprehensive Plan โ the product of more than a decade of community engagement and 200+ public meetings โ names this property explicitly and states it is to remain as a golf course. A 60-year-old plan should not override that work.
I respectfully ask the Board to take a formal position opposing these applications and to communicate that position to the County before staff finalize their recommendation on July 9th.
